Warring calls all-party meeting in Punjab over proposed parliamentary delimitation

Punjab Congress president Amarinder Singh Raja Warring on Friday called for an all-party consensus in Punjab against the proposed delimitation of parliamentary constituencies, warning that the exercise could weaken the state’s voice in Parliament and harm its long-term political interests.

Warring raised the issue in a statement issued in Chandigarh, saying the Government of India has convened a special session of Parliament on April 16, 17 and 18. He said that although the official agenda is to amend the Women’s Reservation Bill, there are reports that the Centre may also bring a bill to redraw Assembly and Lok Sabha constituencies across the country.

He said Punjab, like several other smaller states, could suffer if the delimitation exercise is carried out on the reported lines. According to him, states with larger populations such as Uttar Pradesh and Bihar are likely to gain more seats and greater parliamentary influence, while Punjab may find itself in a weaker position.

Warring said the reported proposal suggests a 50 per cent increase in the number of seats in both Parliament and state Assemblies. He said the increase in Assembly seats may not significantly affect Punjab within the state, but the expansion of Lok Sabha seats could reduce Punjab’s relative strength in national decision-making.

Referring to the likely numbers, he said Punjab’s representation may rise only to 20 MPs, while Uttar Pradesh’s strength could go up to 120 MPs. He said such a change would give heavily populated states a clear advantage in Parliament.

Warning of long-term consequences, Warring said Punjab could lose out if its parliamentary strength becomes less effective in shaping national policies and protecting the state’s interests.

He urged all political parties in Punjab to come together and formulate a common strategy to oppose any move that could dilute the state’s representation in Parliament.

“When we would not be having any effective parliamentary strength, we will definitely stand to lose,” he said.
