GLADA Begins Crackdown on Illegal Commercial Buildings in South City, 43 Properties Face Action

The Greater Ludhiana Area Development Authority (GLADA) has launched a massive crackdown on unauthorized commercial developments in South City, initiating the cancellation of residential building plans for 43 properties that violated approved layouts. Following the directions of Housing and Urban Development Minister Hardeep Singh Mundian, GLADA Chief Administrator Sandeep Kumar, IAS, has adopted a zero-tolerance policy against those who converted residential plots into commercial hubs without legal approval.
The enforcement action primarily targets the Mahal Hospital Road area within the licensed Shaheed Sukhdev Singh Nagar colony. While most owners originally obtained permits for residential dwellings, GLADA officials found that a majority had illegally shifted to commercial operations. This unauthorized shift has triggered severe parking shortages and traffic congestion, stripping local residents of the amenities promised in the original colony layout.
Among the high-profile violators identified in the official list are Mahal Hospital, Bank of India, Dr. Lal Path Labs, and several prominent real estate firms such as Ansal Estates and AKN Developers. Notices were issued to these establishments throughout late 2025 and early 2026, yet the businesses continued to operate. Consequently, the authority is now moving beyond warnings to revoke the building plans entirely, rendering the structures legally void.
The violations documented by GLADA include the illegal sub-division of plots, construction within designated office lawns, and building within regulatory green belts. Specific businesses such as Family Mart, Chaurasia Pan Boutique, and various property consultancies were found to be operating in direct defiance of the Lic. No. 14/1996 and 34/1998 regulations that govern the area.
Additional Chief Administrator-3 Vikas Hira, PCS, confirmed that the department is planning special drives in the coming weeks that will include the physical sealing of properties and demolition campaigns. He emphasized that GLADA will initiate criminal proceedings against individuals who continue to carry out unauthorized development in the Ludhiana district.
To prevent future legal disputes, GLADA is urging the general public and prospective buyers to verify the status of any property on their official website before making a purchase. The authority maintains a public database of approved and regularized colonies along with their sanctioned maps to ensure buyers do not invest in buildings slated for enforcement action.
