Ex PSPCL CMD K.D. Chaudhary Among Three Arrested By Vigilance Bureau

The Punjab Vigilance Bureau’s Economic Offences Wing in Ludhiana has arrested former Punjab State Power Corporation Limited (PSPCL) Chief Managing Director K.D. Chaudhary, former Senior XEN Sanjeev Prabhakar and colonizer Amit Garg, Director of M/s Damini Resort and Builders Private Limited, in connection with an alleged corruption case linked to the installation of the 66 KV Basant Avenue Substation.
According to Vigilance Bureau officials, the arrests were made after findings emerged during Vigilance Inquiry No. 05 dated May 10, 2021. A case has now been registered at the Economic Offences Wing, Ludhiana.
As per the investigation, the colonizer allegedly acted in collusion with concerned PSPCL field officers to get the 66 KV substation installed on around 1015 square yards inside the Basant Avenue colony. Vigilance officials stated that if higher authorities had directed officers to verify No Objection Certificates (NOCs) of all interconnected colonies belonging to the colonizer, the total electricity load would have been calculated jointly and the entire cost of the substation would have been borne by the colonizer himself.
Officials further alleged that guidelines issued by the Ministry of Electricity regarding installation of substations were ignored during the process. The Vigilance Bureau also pointed out that the substation is situated nearly 3 kilometres away from Pakhowal Link Road in undeveloped fields and colonies, and there is still no proper paved road leading to the site.
According to the investigation, these shortcomings were allegedly not highlighted in the proposal or subsequent office noting by senior power department officials and the then PSPCL CMD. The proposal sent by then XEN Sanjeev Prabhakar and other field officers was allegedly approved despite objections and deficiencies related to the installation process.
The Vigilance Bureau stated that the alleged irregularities directly benefited the Basant Avenue colony project. Further investigation in the matter is currently underway.
