Minister Arora Launches India’s First Organized Urban Parking Project in Ludhiana

Punjab Cabinet Minister Sanjeev Arora inaugurated the construction of India’s first-ever organized urban on-highway parking development project in Ludhiana on Sunday, marking a historic shift in how the country utilizes vacant spaces beneath elevated roads. This pilot initiative, spearheaded by the National Highways Logistics Management Limited (NHLML), aims to solve the city's chronic traffic congestion by transforming underused stretches into scientific parking zones.
The project officially took flight at the Bharat Nagar Chowk, where Minister Arora was joined by local legislators and high-ranking district officials to break ground on the ₹7 crore venture. By targeting the high-traffic corridors between Bharat Nagar Chowk and the Sidhwan Canal, the development will convert the idle land between the main carriageway and service roads into a structured utility.
The National Highways Authority of India (NHAI), through its subsidiary NHLML, designed this model to maximize urban mobility in densely populated areas. Construction crews will develop approximately 750 organized car parking slots across 14 architecturally designed zones. These zones will sit strategically along and beneath the elevated highway stretches, specifically covering the route from Bharat Nagar Chowk to the Inter-State Bus Terminus (ISBT).
A private concessionaire will execute the project under a Design, Build, Operate, and Transfer (DBOT) model with a 10-year lease period. This structured approach ensures that the infrastructure remains environmentally compliant and aesthetically integrated with Ludhiana’s urban landscape. Officials expect the entire facility to be fully operational within the next six months.
Minister Arora pushed for this initiative following extensive deliberations with central agencies to address the roadside chaos that currently plagues the city’s service lanes. He noted that the project creates a "national model" for urban planning, proving that infrastructure can be both functional and space-efficient. The move aligns with the state government's broader goal of improving the ease of living through modern, globally benchmarked infrastructure.
Beyond providing a safe haven for vehicles, the parking zones will feature modern amenities to ensure user safety and efficient traffic discipline. By removing parked cars from the main thoroughfares, the project will significantly reduce bottlenecking and enhance road safety for daily commuters and residents alike.
