The Chief Ministers of Punjab and Haryana met in Chandigarh on Tuesday to address the long-standing Sutlej-Yamuna Link (SYL) canal issue, signaling a renewed commitment to finding a peaceful resolution. Punjab CM Bhagwant Mann and Haryana CM Nayab Singh Saini engaged in a direct dialogue aimed at breaking the deadlock over water-sharing rights that has persisted for over four decades. Following the meeting, both leaders announced that senior officials from their respective irrigation departments will now hold regular technical sessions to work out a practical solution.

The high-level meeting took place on January 27, 2026, in response to directives from the Supreme Court, which has consistently urged both states to resolve the dispute through mutual dialogue. By convening in the joint capital, the two administrations sought to transition the conversation from a purely legal battle to a constructive administrative process. This session follows previous mediation efforts by the Union Ministry of Jal Shakti, reflecting a continuous effort to stabilize relations between the neighboring states.

During the joint briefing, Punjab CM Bhagwant Mann described Haryana not as an adversary but as a "brother," emphasizing the need for a humane and compassionate approach to the water crisis. He reiterated Punjab’s stance on the necessity of a fresh scientific assessment of water levels, noting that the state is currently facing significant water scarcity. Mann highlighted that the newly formed committee of officials would meet as frequently as three to four times a month to ensure steady progress without waiting for upcoming court dates.

Haryana CM Nayab Singh Saini echoed these positive sentiments, characterizing the atmosphere of the talks as cordial and constructive. He stated that meaningful discussions occur when both parties approach the table with a spirit of harmony and mutual respect. Saini confirmed that the upcoming administrative-level meetings would focus on detailed, point-by-point deliberations to find a lasting solution that fulfills the Supreme Court’s mandate while addressing the agricultural needs of Haryana.

The meeting was also attended by the irrigation ministers and top administrative secretaries of both states, ensuring that the dialogue included both political and technical perspectives. While the core issue of water allocation remains complex, the agreement to maintain frequent official-level contact marks a significant departure from the intermittent talks of the past. Both states have now tasked their departments to report back with progress in the coming weeks.

By prioritizing direct engagement and official-level coordination, the two governments aim to de-escalate the "emotive" nature of the SYL issue. The leaders expressed hope that this collaborative framework will eventually lead to a mutually acceptable outcome that safeguards the interests of farmers in both Punjab and Haryana. The next round of technical talks is expected to commence shortly to evaluate the feasibility of various water-sharing proposals.
