Punjab locks RTO offices as CM Mann and Arvind Kejriwal launch faceless transport services

In a landmark step toward transparent and citizen-friendly governance, Punjab Chief Minister Bhagwant Singh Mann, along with Aam Aadmi Party (AAP) National Convener Arvind Kejriwal, on Wednesday launched the state’s first-ever ‘Faceless RTO Services’, making Punjab the first state in India to offer all transport-related services at citizens’ doorsteps.  

The Chief Minister symbolically locked the RTO office in Ludhiana, marking the end of what he called an “era of corruption and inconvenience” for the public. Under this new system, residents can now obtain services such as driving licenses and vehicle registration certificates without visiting RTO offices—simply by calling helpline number ‘1076’ or visiting nearby Seva Kendras.  

Arvind Kejriwal said the initiative frees citizens from middlemen, delays, and bureaucratic hurdles, adding that “for the first time, people have got freedom from corruption, inconvenience, and the exploitation of the common man.” Calling it a “digital revolution,” Kejriwal emphasized that 56 major RTO services are now fully faceless and accessible from home.  

CM Bhagwant Mann said the move aligns with the state’s zero-tolerance policy toward corruption and ensures convenience for citizens, especially the elderly and differently-abled. He added that no employees will lose their jobs; instead, their services will be redeployed across departments as per eligibility.  

Mann highlighted that Punjab processed nearly 29 lakh applications related to driving licenses and vehicle registrations during the 2024–25 financial year, underscoring the need for a faster, digital, and citizen-friendly system. Temporary help desks have been set up at RTO offices for 15 days to guide people through the new procedures.  

The CM further said that, unlike the past when “ribbons were cut to harass the people,” this government has “locked the offices to serve them better.” He added that the initiative would eliminate corruption and streamline operations, ensuring smooth and hassle-free service delivery across the state.  

On this occasion, Cabinet Minister Laljit Singh Bhullar and senior AAP leader Manish Sisodia were also present during the event.
