Ludhiana Imposes Section 163 Ahead of Municipal Elections 2026

Ahead of the Municipal Elections-2026 scheduled for May 26 in Punjab, District Magistrate Himanshu Jain has imposed prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, across Ludhiana district to maintain peace and law and order during the election period.
Under the orders, gathering of five or more persons at public places, sloganeering, provocative speeches, public meetings, rallies and processions have been prohibited in both urban and rural areas of the district. The administration has taken the preventive measures amid apprehensions of clashes, disturbance of public peace and possible damage to government and private property during the elections.
The District Magistrate stated that the restrictions aim to ensure peaceful, free and fair elections and safeguard public life and property. However, the orders will not apply to police personnel, army officials in uniform and government employees performing official duties.
Marriage functions, condolence gatherings, religious places, religious institutions and devotional programmes, including kirtan, have also been exempted from the restrictions. Organisers seeking to hold public meetings or processions under special circumstances can obtain written permission from the concerned Sub-Divisional Magistrate as per guidelines issued by the Government of India, Punjab Government, Election Commission and district administration.
The prohibitory orders came into effect on May 22 and will remain in force till July 21, 2026. Commissioner of Police Ludhiana, Senior Superintendent of Police Ludhiana (Rural) and SSP Khanna have been directed to ensure strict implementation of the orders.
